CIDB requirements for construction tenders

Use the published CIDB requirement as a starting point — not a final eligibility decision.

Many South African public-sector construction tenders state a CIDB contractor grading designation, class of construction works, a minimum grade, and sometimes permitted higher or lower grades or joint venture requirements. The actual tender document determines the required CIDB grading and class of works. Not every construction tender requires CIDB registration — requirements depend on the nature, value and conditions of the procurement.

Grade

Indicates the contractor grading level recorded for a class of construction works, ranging from 1 (smallest) to 9 (largest).

Class of works

Identifies the type of construction work, such as GB (General Building), CE (Civil Engineering), or mechanical / electrical classes.

Tender-specific conditions

The tender may add experience, capacity, personnel, equipment, financial or subcontracting requirements beyond the grading designation.

Current registration

Confirm your current official registration status through the CIDB register rather than relying on an older certificate or internal record.

Where a CIDB designation appears literally in the tender notice text, BidBetter surfaces it on the relevant tender card — for example:

CIDB: 4GB or higher Class of Works: General Building CIDB: 3CE

Illustrative example

Tender requirement4CE or higher
Your recorded internal grade4CE
BidBetter resultPublished grade appears aligned — official verification required

Always confirm eligibility against the original tender documents and official CIDB register.

CIDB grades and construction tenders

How do CIDB grades affect construction tenders?

In plain language, contractors should compare their registered grade and class of works with the tender-required grade, any permitted higher or lower grades, and any joint venture or other eligibility conditions stated in the tender. A higher grade does not automatically qualify a bidder for every tender, and a lower grade does not automatically disqualify a bidder when the notice permits it. Match the designation in the notice exactly, then confirm your current official registration. For grade applicability, class of works, higher/lower grade treatment and joint venture rules, read CIDB Requirements for Construction Tenders in South Africa.

How to get construction tenders

How do you get construction tenders in South Africa?

  1. 1Identify construction opportunities matching your capability.
  2. 2Check the CIDB grading and class of works.
  3. 3Review the mandatory tender requirements.
  4. 4Attend compulsory briefings or site visits where required.
  5. 5Review drawings, scope and the BOQ.
  6. 6Confirm resources and subcontractors.
  7. 7Price labour, materials, plant and preliminaries.

  9. 9Submit before closing.
  10. 10Track the tender after submission.

For the full sequence in detail, read How to Get Construction Tenders in South Africa: A Step-by-Step Guide.

Construction tender requirements

What are the requirements for a construction tender?

Requirements differ by tender. Depending on the opportunity, a construction tender may require one or more of the following.

Company registration
CSD information
Tax compliance
CIDB grading
Relevant project experience
References
Key personnel
Construction methodology
Programme
Plant and equipment
Subcontracting information
Health and safety
Insurance
Briefing attendance
Pricing / BOQ
Returnable schedules
Signed forms

A dedicated construction tender requirements guide is planned. No link is rendered until that article is published.

Construction tender pricing

How do you price a construction tender?

Construction pricing typically covers labour, materials, plant, equipment, subcontractors, transport, preliminaries, site establishment, supervision, temporary works, insurance, compliance, overheads, escalation where allowed, contingency and profit. The BOQ or pricing schedule should drive the structure of the estimate. Read our general guide on how to price a tender for the underlying approach.

What is a BOQ in a construction tender?

A Bill of Quantities may contain descriptions, units, quantities, rates and amounts. Contractors should understand whether each rate needs to cover labour, material, plant, wastage, delivery, overheads and profit. Always read the pricing instructions in the tender document to confirm what each rate must include.

For the full rate build-up, units, preliminaries, provisional sums and BOQ checks, read How to Read and Price a BOQ in South Africa.

What are preliminaries in a construction tender?

Preliminaries cover the general costs of running the site and contract — site establishment, temporary offices, fencing, security, supervision, health and safety, temporary services, insurances, administration and project management. They should not be ignored when assessing whether the tender is profitable. Do not rely on fixed percentages; the tender’s own preliminaries schedule governs.

Previous construction experience

How important is previous construction experience?

Construction tenders may require similar completed projects, appointment letters, completion certificates, references, project values, relevant scope and key personnel experience. The experience required should match the tender criteria — not every tender asks for the same evidence type, and no single evidence type is universal. Identify the experience criteria stated in the notice and prepare evidence that maps directly to them.

Compulsory briefings and site visits

Do construction tenders require compulsory briefings?

Some construction tenders require a compulsory briefing, site inspection or clarification meeting. Where attendance is mandatory, missing it may affect the responsiveness of your bid. Record the date, time, venue, attendance proof and contact person for each session. Site visits also matter commercially — they reveal access, existing conditions, logistics, temporary works, safety constraints, transport distance and site establishment realities that materially affect your price.

Financing the contract

Can you finance the construction contract?

Site establishment
Labour
Materials
Plant
Subcontractors
Transport

Winning a tender may require financing these costs before receiving payment. Check the payment terms, mobilisation needs, supplier credit, subcontractor payment terms, retention and cash-flow exposure before committing. This is general guidance, not personalised financial advice.

Bid / no-bid checklist

What should you check before bidding?

The checklist supports internal preparation. It does not confirm formal compliance or replace a complete review of the tender documents.

Construction tenders by province

Find construction opportunities in the areas where your business can deliver.

Counts are live open construction tenders per province from the current dataset. A dedicated construction + Gauteng landing page (/construction-tenders-south-africa/gauteng) is the priority future route to capture Gauteng, Pretoria and Centurion intent more directly; it does not exist yet.

Gauteng construction activity by recorded location

Johannesburg12Pretoria / Tshwane22Ekurhuleni6Midrand1

Counts are best-effort, based on recorded place-of-delivery and scope text. Many notices do not state a city, so province-level filtering remains the most reliable first step for Johannesburg, Pretoria, Centurion and Ekurhuleni opportunities. No city-level landing pages are created to avoid thin pages.

CIDB grade counts are not presented as a “most common” metric: only a small share of tenders record a grade literally in the notice text, so a summary would be misleading. Where a grade is recorded, it is shown on the relevant tender card.
