What it does

MBD 6.1 — Preference Points Claim Form is the form on which a bidder claims preference points under the Preferential Procurement Policy Framework Act (PPPFA) and its current Regulations. Preference points are added to the price-evaluation score and can decide who wins.

Depending on the tender's Rand value, the system used is either 80/20 (price/preference) or 90/10, with preference points awarded for B-BBEE level and/or designated specific goals (e.g. women, youth, military veterans, persons with disability).

What supporting proof may be needed

  • A valid B-BBEE Verification Certificate OR a current Sworn Affidavit (EME / qualifying QSE).
  • Evidence supporting any specific-goal claim — e.g. CIPC ownership documents, ID copies, designated-group declarations.
  • Director / member ownership breakdown matching the claim made.

Common scoring misunderstandings

  • Believing that any Level 4 supplier will get "the same points". Points depend on the tender's preference threshold and specific goals.
  • Confusing B-BBEE Level with Black Ownership % — they are different and each can be evaluated.
  • Claiming specific goals without supporting documents — the entity must verify.
  • Forgetting that preference points can be reversed and bidders disqualified if claims are later proven false.
