What it is

MBD 6.1 (or SBD 6.1) — Preference Points Claim Form is the official form on which a bidder claims preference points under the Preferential Procurement Policy Framework Act (PPPFA) and the applicable Preferential Procurement Regulations.

In most tenders, your final score = Price points + Preference points. MBD 6.1 is how the entity captures the preference points you are claiming.

What it does

  • Tells the entity which preference framework applies (commonly an 80/20 or 90/10 split, depending on the contract value).
  • Captures the B-BBEE Status Level you are claiming.
  • Captures any specific goals / Specific Goals points that apply (the regulations give the procuring entity scope to allocate points to designated goals — read the tender to see if any apply).
  • Asks the bidder to confirm they have attached the proof of the claim.

What supporting proof may be needed

Depending on what you claim, you may need:

  • B-BBEE Verification Certificate (issued by a SANAS-accredited verification agency) OR
  • B-BBEE Sworn Affidavit (for EMEs / QSEs, where eligible).
  • Sector-specific affidavit (e.g. Construction Sector EME affidavit).
  • Where a specific goal is being claimed (e.g. owned by people with disability, women-owned, military veteran-owned, youth-owned), the supporting proof required by the tender — such as IDs, sworn affidavits or registers — must be attached.

Common scoring misunderstandings

  • No certificate / affidavit attached = no B-BBEE points awarded, even if you marked a level on the form. The form alone is not enough.
  • Affidavit older than 12 months is typically not accepted.
  • Wrong split (80/20 vs 90/10) — the entity tells you which one applies; do not change it.
  • Confusing B-BBEE level with Black ownership % — they are not the same thing.
  • Claiming a Specific Goal without the bidder actually qualifying or without attaching proof.

Before-you-submit checklist

  • [ ] Latest version of MBD 6.1 used.
  • [ ] Bidder details match CIPC and CSD.
  • [ ] Correct preference framework (80/20 or 90/10) marked.
  • [ ] B-BBEE level claimed matches the certificate / affidavit attached.
  • [ ] B-BBEE certificate or affidavit attached and current.
  • [ ] Specific goals claimed only where the bidder qualifies and proof is attached.
  • [ ] Form signed by an authorised signatory.
  • [ ] Form dated.
